This player is really abusive and disruptive with his constant accusing others of cheating. I told him so ingame aswell.
From what i understand (i dont speak russian) his language needs alot of work to. 
 
What i did was ban him for 1 day. Best thing that can happend is that he comes to our forums asking why, then we can set him/her on the right "path".

Imagine Mad Max but instead of sand filled wasteland and third person beat em up pimp my ride everything is cold, frozen and your objective is to build a city for your survivors to prevail, kinda like Mad Max had a baby with Sim City.

The Leader’s tactical skills face challenges, frequently questioning morality and the basic foundation of what we consider an organized society. Here optimization and resource management often clash with empathy and thoughtful decision making. While city and society management consume most of the time, at some point exploration of outside world is necessary.
 
 
Oversee your society, manage resources and make difficult choices. But whatever you do, always remember the city must survive. Frostpunk takes on what people are capable of when pushed to the limits. It shows what society will do to survive and how it changes in the process. How survival in the end leaves us different beings. If worse, better, stronger, weaker or last but not least, more or less humane. Heat is life in this frozen wasteland and every decision comes with a cost. Give your people hope, make laws and think about your choices, because every single thing you do has weight to it. Will you allow child labor? Will you allow cannibalism in your society? How will you treat your wounded and ill? It is up to you.
 
Game is set to release on 24th of April this year and I have a strong feeling this one will be a good one.

How can you be sure that admins have no screenshot of you? Is it because you have ss blocker so you know we can't ss your screen and present screenshot as proof? Enlighten me please and correct me if I'm wrong, because that's the only logical explanation I could think of. And by having ss blocker you have something to hide, no?

Mister @Fives already gave you an answer: we don't unban cheaters
 
We show our proof within 30 days after ban. In your case, it's too late to appeal plus you've already confirmed of using hacks and even have been caught again for evading
 
The decision remains the same: you will stay banned from our servers
