No, It's not. You don't understand I think. Server is getting download looping, because noone realized, that mappers will put files, which should be only in mod files, into maps. You just shouldn't do this, because if a server load such files like weapons once, then he will send information to a client to read the file all time. It's simply. The server gives commands to client to read weapon, but this file is missing(because our file is located in previous map). The client is going to download map again, because last location of this file was somewhere in map files. After download, client still hasn't the missing file, so it's going to download again, again... That's why you have download looping, and that's why add these weapons into mod files is great idea. :)

I don't understand why most mappers add this function to script.

You have "addTriggerToList" function. Braxi created it long, long time ago for give xp for traps exacly! That's why you add it. You don't add it, because yes 

Using both functions you are making double xp on our servers.
